Do Horizon Parking Take You to Court?

Horizon Parking can pursue unpaid parking charges through the County Court. That does not mean every Horizon PCN ends in court, but it does mean ignoring the notice is a gamble.
Is Horizon Parking Enforceable?
A Horizon Parking PCN is usually a private Parking Charge Notice, not a council fine. It is based on contract law: Horizon says the driver accepted the terms on the signs and breached them.
For the charge to stand, Horizon generally needs to show:
- Clear signs at the entrance and around the car park.
- A valid reason for the charge, such as overstay, non-payment, or breach of terms.
- Reliable evidence, often ANPR camera images or attendant photos.
- Correct notice wording and timing if they are pursuing the registered keeper.
- Authority from the landowner to manage and enforce parking terms.
What Happens If You Ignore Horizon Parking?
- Reminder letters from Horizon.
- Debt recovery letters from a collection agency or solicitor-style firm.
- Letter Before Claim if they are considering court.
- County Court claim if they decide to issue proceedings.
Debt letters are not the same as court papers. But if you receive a Letter Before Claim or official County Court claim form, take it seriously.
Best Way to Reduce Court Risk
The safest route is to challenge the charge early if you have a real reason. This creates a paper trail and may cancel the charge before debt recovery starts.

- Unclear or missing signage.
- ANPR timing errors or double visits.
- Grace period issues.
- Payment machine or app failure.
- Late or defective Notice to Keeper.
- Exceptional circumstances supported by evidence.
What If POPLA Rejects You?
POPLA decisions bind the operator, not you. If POPLA rejects your appeal, Horizon may continue to pursue payment. You then need to decide whether to pay, negotiate, or maintain your position and defend any later claim.
A weak POPLA appeal can make the case harder later, so do not submit a one-line appeal. Include photos, receipts, screenshots, timeline details, and exact legal/procedural points.
What If You Get a Letter Before Claim?
A Letter Before Claim is the serious pre-court stage. Do not ignore it. Respond within the deadline, ask for evidence if needed, and set out why the charge is disputed.
Useful things to request include:
- The contract or authority allowing Horizon to enforce at the site.
- Photos of the signs in place on the date of the alleged breach.
- ANPR logs and images.
- Copies of all notices sent.
- A breakdown of the amount claimed.
